This work represents the first comprehensive examination of the security procedure introduced in 1933. In addition to discussing its legal nature, necessity, and justification, the prerequisites for the admissibility of the security procedure and its procedural peculiarities compared to the general criminal procedure are analyzed. The procedural regulation, which has remained largely unchanged since 1933, does not take into account the substantive legal goal of special prevention in any way. As a result of this unsatisfactory legal situation, the author presents a fully commented draft law for the reform of the security procedure, which incorporates numerous suggestions from the reform discussion on the general criminal procedure and proposes a division of the main security hearing de lege ferenda.
