The Freedom of Information Act aims to improve access to information rights and the oversight of government actions, thereby serving as a means to combat corruption through increased transparency. This work compares public-state and private prosecution of corruption. It raises the question of how private prosecution, which is not initiated by the state—meaning it is not motivated by financial incentives such as rewards and bonuses from the government—but is solely financed through private revenues, affects corruption prosecution and deterrence. The study examines the impact of this private prosecution depending on the respective organizational form on corruption enforcement and, consequently, on deterrence. Additionally, the effects on welfare are analyzed. These results are compared with those of state prosecution and a planned optimal state.
