With the growing importance of the internet as a cornerstone of today's information society, the social and economic significance of the population's access to the telecommunications service of internet access, as the interface to the digital world, is continuously increasing. This work examines the constitutional implications of this transformation process, particularly with regard to the infrastructure guarantee mandate of Article 87f Paragraph 1 of the Basic Law. Both the prevailing understanding of the constitutional requirements and the statutory implementation are subjected to critical analysis. Finally, it is discussed whether there is a direct constitutional right to guarantee the constitutionally defined basic supply.
