With the signing of the Federal Act, the German Confederation was established at the Congress of Vienna in 1815. The Federal Act designated the German princes as sovereign and elevated the independence of the German states as well as the preservation of Germany's security to federal principles. However, it did not specify to what extent the German Confederation could limit the independence of the member states and the sovereignty of the German princes in order to maintain Germany's security. Against this background, the study aims to demonstrate what rights the sovereignty of the princes and the independence of the German states encompassed.
