European municipal authorities are affected by a multitude of EU legal acts. Nevertheless, they play only a subordinate role in the Brussels legislative process. It is therefore not surprising that the EU level is referred to as 'municipally blind' or that municipalities are described as 'defenseless administrators of the EU.' This study aims to contribute to the discussion by focusing on the work of another international organization: the Council of Europe. The Congress of Local and Regional Authorities of Europe, the European Charter of Local Self-Government, and the Committee of the Regions of the EU are presented as pillars of future European municipal protection, ensuring appropriate and effective participation of municipalities in Europe.
