The work takes into account the fact that the legislator has set high standards regarding quality for facilities providing residential elderly care. Initially, expert, resident, and family member surveys are conducted to investigate what quality means for different stakeholder groups in residential elderly care. Following this, residents and family members from two facilities were surveyed to determine what constitutes quality for them and the value assigned to individual criteria. Based on the results of these surveys, a quality control system was developed that provides quality-relevant information for management decision-making, assists in planning quality management measures, and monitors all quality-related actions while considering cost-effectiveness.
