The cultural policy of Kaiser Wilhelm II has primarily been viewed as a personal matter. However, an investigation into the goals and motives behind his cultural policy has largely been lacking. Since 1894, there has been a noticeable increase in cultural political activities. Kaiser Wilhelm II aimed to make his grandfather, Kaiser Wilhelm I, the centerpiece of an imperial myth, resulting in an imperial cult. This was to be emotionally anchored in the people through cultural measures such as operas, plays, and folk songs. The Hohenzollern dynasty was to be integrated into the national identity of the Germans, which had been increasingly defined since 1871.
