This book examines the multilateral instrument of the mobility partnership developed by the EU. The migration drive of African labor migrants is significant. Many risk their lives to reach Europe. The mobility partnership, which aims to link circular migration with measures against irregular migration and positive development effects in collaboration with African countries of origin, promises a certain degree of openness. However, due to the EU's legal competency constraints and its strict insistence on a sine qua non policy that makes legal migration contingent upon the conclusion of readmission agreements, the concept must be regarded as a failure. Its constructive elements should be taken up and further developed within the framework of a new generation of bilateral migration agreements with Africa.
