The threat potential of transnational terrorism has triggered a significant reform push within the German security architecture, which has not yet reached completion. The competencies of security authorities have been expanded, police agencies and intelligence services have been interconnected, and the armed forces have been transformed. This study presents the new security architecture in detail and analyzes all controversial counter-terrorism measures. For instance, the anti-terror file, the terrorism defense center, and the aviation security law, as well as the new BKA law including online searches, are examined in detail. Additionally, further reform needs, such as regarding the deployment of the armed forces domestically, the separation mandate, or the Federal Security Council, are assessed with consideration of the sensitive balance between security and freedom.
