The work examines the political career of Professor Dr. Wilhelm Kahl, a scholar of church and state law in the late 19th and early 20th centuries. After a summary of his most important legal writings, the main part of the study focuses on Kahl's political development during the Weimar Republic. It describes a typical change in perspective for this era. While Kahl was initially regarded as an unyielding monarchist at the beginning of his parliamentary career, his views on the form of government began to change over the years. Across all party lines, Kahl was one of the most respected politicians of the Weimar Republic.
