In recent years, individuals have increasingly come to the forefront of the international sanctions system. This system has traditionally been intergovernmental in nature and is therefore not designed to take into account the individual rights of persons. Procedural rights and review mechanisms for those affected are correspondingly underdeveloped in this area. The author examines the legal protection options available to individuals affected by such sanctions at the international, European, and national levels. He also considers the relationship between UN law and the legal order of the EU, and subjects financial sanctions to a legal evaluation. The results show that the legal protection options against UN sanctions are only inadequately developed, while the control mechanisms against EU sanctions are generally sufficient. To address the legal protection deficit associated with UN sanctions, the book proposes the establishment of an independent control body at the UN level, which can be invoked by those affected and which will ultimately decide on the legality of the sanctions.
