The book addresses the question of how conflicts of criminal jurisdiction should be resolved. So far, in cases where multiple states are affected by an act and equally claim jurisdiction for themselves, the question of how to handle such conflicts of criminal jurisdiction remains unresolved. The author distinguishes between regulatory and adjudicative jurisdiction and proposes a concept whereby applicable law and international jurisdiction may differ. According to him, this could lead to the application of foreign law in criminal matters.
