The work addresses the newly incorporated provision of Section 28a of the Works Constitution Act (BetrVG) within the framework of the reform of the Act. This new regulation codifies for the first time the possibility for the works council to delegate its own tasks to specific groups of employees. After presenting the scientific and empirical foundations of participation by employee groups, as well as the history, purpose, and scope of the norm, the main part of the work comprehensively examines the prerequisites and legal consequences of task delegation. On this basis, the study provides important insights into the background and practical interpretation and application of Section 28a of the BetrVG.
