The task spectrum of the over 30 European agencies ranges from securing the EU's external borders to environmental protection and police cooperation. The agencies are an integral part of the EU's institutional framework and represent a new form of European administrative action. However, their legitimacy, oversight, and efficiency are increasingly subject to criticism. This work provides a comprehensive overview of the legal framework and powers of the agencies. It examines the extent to which European agencies require democratic legitimacy and oversight. Building on this, a new legal framework is developed that ensures feedback, efficiency, and acceptance of the agencies, ensuring that they function as centers of expertise.
