The Heidelberg police headquarters resembles a flustered chicken coop: In the lead-up to an international economic conference, evidence of an impending terrorist attack is mounting, and chief investigator Alexander Gerlach is feverishly trying to stay one step ahead of the perpetrators. When a target investigator from the BKA arrives, who is assigned to track down a fugitive terrorist, the new colleague is supposed to share an office with Gerlach. After initial difficulties, they begin to grow closer, and while public discontent rises and Gerlach's teenage daughters align themselves with radical anti-globalization activists, his lover Theresa suddenly feels she has serious reasons for jealousy.
