Policy transfer, meaning the dissemination and transfer of knowledge and experience regarding policy content, procedures of state actors, and the ideologically driven structuring of policy-specific institutional systems from one policy context to another, has recently become a subject of interest in political science research on the EU. Renate Reiter analyzes the policy transfer of the EU in European regional policy. Since the mid-1990s, the European Commission has aimed to renew local governance in urban development and adapt national urban development policies. The author develops an analytical framework and applies it to the EU member states of Germany and France. The impact analysis of European urban development policy, understood as the EU's approach to policy transfer, yields results.
