The Russian President Putin and the accomplices of his criminal war in Ukraine should be held criminally accountable. As clear as this demand is, it seems unclear how it should be fulfilled. Before which court should the alleged perpetrators answer? For what crimes? And when and in what context? Many questions share a common theme: the challenge is significant, and the outcome of such criminal prosecution is uncertain. This is because it faces an international criminal justice system that is subjected to intense criticism regarding its legitimacy: powerful states and their allies have nothing to fear, it is not impartial, and victims are neglected, among other accusations. What can actually be expected from criminal proceedings against Putin and others? What message would this send to other – perhaps also Western – violators of international law?.
