The construction and specialized planning law continues to thrive. The legislator contributes to this with an endless array of regulations. Particularly due to the European legal requirements regarding environmental law, planning law has become increasingly complicated. Before the BBauG came into effect in 1960, the regulations for the open areas could be summarized simply: "Building in open areas is prohibited everywhere. Exceptions are determined by the city building council." Nowadays, the fervor for regulation also sifts through remote niches. Additionally, the judiciary makes a significant contribution to the perception of planning law as a book with seven seals, which can only be opened and read by the initiated. The author compiles all the scattered and, in part, unpublished decisions of the highest courts into a collection.
