The fight against child and youth pornography is repeatedly the subject of political debate and legal discourse. Following the criminal law liberalization of the 1970s, a phase emerged in response to new forms of distribution and consumption on the internet, during which any legal and particularly criminal tightening was unconditionally welcomed as a measure against child abuse. Since the failed law aimed at making access to child pornography in communication networks more difficult, the public debate has become more nuanced. This work focuses on this issue and analyzes the various categories of consumers, the distribution channels, and the legal legitimacy of current and upcoming criminal norms. This is done particularly with regard to the increasingly targeted consumer of pornographic material.
