Hospital planning in Germany is increasingly evolving into a framework plan that leaves it up to local hospitals to fill in the details. However, hospitals often lack suitable methods to establish reliable foundations for their own planning and to participate meaningfully in regional distribution negotiations.

Based on the methods of international hospital planning, Axel Focke has developed a model that utilizes an ant algorithm to simulate various "what-if scenarios." It allows for the use of a relatively simple and highly adaptable core algorithm to simultaneously consider different influences, such as changes in politics, altered patient behavior, and shifts in hospitals/departments, while quantitatively assessing their impacts.
