The religious and ideological pluralism that has begun to develop in Germany over the past few decades necessitates state action. Unlike just a few decades ago, the state must now enforce public welfare interests against those interests that are described as religiously based. This necessity is particularly evidenced by the activities of the newly emerging (pseudo-)religious or ideological communities, often referred to as "youth sects," and the various dangers they pose. The Basic Law protects religion and ideology, but at the same time provides state authorities with sufficient means to fulfill their responsibility for the common good, even in matters related to religion or ideology. The constitution grants the state the ultimate decision-making authority, which is expressed at the level of protection.
