In the course of the collapse of the communist regime and the associated dissolution process of the USSR, the liquidation of the Soviet secret service KGB was decided after the coup in August 1991. While there was a disentanglement of the old structures of the state security apparatus, the abolition of the intelligence service itself did not occur. Instead, measures for its reorganization were initiated. This led to the issue of the continuity of old KGB structures as well as Chekist mindsets, norms, and behaviors within the Russian security agencies, particularly in the successor service FSB, which later proved to be a significant burden for the post-Soviet transformation process. Not only in the Soviet Union but also in its legal successor Russia, there have been and continue to be indications of various forms of infiltration.
