The foundation of science is research. In this context, legal science can increasingly no longer evade its responsibilities. To tackle its significant tasks and high expectations regarding the challenges in central areas of society and the economy, legal science must significantly enhance its research activities, particularly in determining legal facts (legal reality), regarding the effects of systems or norms to be enacted, and in systematic legal comparison, while closely collaborating with other relevant scientific disciplines in these areas. The federal government plays a leading role in this regard.
