The family tried to maintain the normality that existed during the compulsory schooling period even after it ended, hoping to find an apprenticeship or training position for their son Till-Philipp, who has Down syndrome, that would lead to a socially insured job. Since, according to the regulations in the social security codes, state support is granted to the accepting company, they sought information from the local employment agency based on a verbal inquiry. The agency turned this into a process that was incomprehensible to the parents and others involved. The assessments conducted by experts concluded that their son was deemed useless. They did not receive an explanation as to why their son could only handle less than three hours of work per day. The parents were unwilling and unable to agree to a re-assessment, presumably by the same experts. In a later statement, the Federal Ministry of Labor and Social Affairs referred to different applicable laws than those used by the local employment agency, which should have been followed.
