Since the 1990s, the topic of health reporting (GBE) has been intensively discussed in Germany. Since then, health reports have been created for businesses, municipalities, federal states, and in 1998, the first health report for Germany was also published. The increased interest in GBE has been induced by politics, as the constantly lamented rising costs in healthcare have reached dimensions that social policymakers consider unaffordable. However, the resulting health policy demands for effective and efficient use of resources in the treatment and prevention of diseases can only be implemented if there is knowledge about the prevalence and incidence of such diseases and their causes, the costs incurred by them, the available resources, and their usage. However, the data situation for GBE is extremely problematic. There is no morbidity statistics, no valid cause of death statistics, and hardly any microdata.
