In France and Germany, neighborhood-related funding programs were established in the 1970s and 1990s, respectively, with the politique de la ville and the Soziale Stadt. In both countries, many neighborhoods with a high proportion of migrants are supported. While migrants have become a central target group in the Soziale Stadt, they are not explicitly recognized at the national level in the politique de la ville, due to the French ideal of égalité, which emphasizes equal treatment for all. This indicates significant differences in how cultural differentiations—currently relevant societal differentiations based on categories such as nationality and ethnicity—are addressed. However, a comparison of urban policies shows that especially at the local level, transnationally consistent political logics are emerging.
