Andrea Walter examines the opportunities and challenges for local government in shaping local politics with associations and organizations, using a case municipality as an example. She illustrates the role understanding of local government as well as the significance of interaction rules and the local context. Based on this, she develops a model of administrative governance. She contextualizes her findings within local governance, cooperative administrative actions, and questions of legitimacy. The author highlights a previously overlooked aspect of local government, which is primarily seen as a supporter of politics. A significant part of her work at the local level involves interaction with (organized) civil society – this is even more relevant in times of tight budgets and increasing participation processes.
