Defense cooperation can lead to economic and military advantages. Philipp Gallhöfer presents a theoretical model to calculate the quantitative effects of defense cooperation. The model is applied in four case studies, including the European Air Transport Command in Eindhoven and the I. German-Dutch Corps in Münster. The case studies demonstrate that, in addition to cost savings (efficiency), better military capabilities (effectiveness) can also arise from international cooperation. Therefore, cooperation offers EU states a way to respond to the defense economics problem of declining defense budgets alongside rising military costs.
