The assignment of IT decision-making rights is challenging for public administration organizations. Due to the constitutionally mandated distribution of responsibilities (federalism and departmental principle), the demands of IT for cross-departmental collaboration conflict with the requirements of organizational governance for clear accountability structures. Andreas Schwertsik presents a proposal for the design of IT governance based on a literature analysis and an empirical study, which takes into account the organizational governance of administration and thus enables the strategic alignment of IT with the specialist side. The proposal includes the decoupling of IT decisions, the assignment of IT decision-making rights to specialist decision-makers, the treatment of IT as a strategic and technical resource, and the technical solution.
