Christiana Gransow examines the implementations of the Public Value Test through ten broadcasting systems. The comparison shows that as soon as there is a regulatory mechanism that assesses the contributions of public media providers to fulfilling their legal mandate, the scope of this mandate regarding online offerings and activities is intentionally defined broadly by the legislator. The qualitative study reveals that only 8 of the analyzed media systems implemented some form of ex-ante testing, and only 6 case studies applied the testing procedure, which, however, are not without flaws. Not only is the execution challenging, but also defining the key concept of Public Value poses a challenge. Along institutional and organizational criteria, the author formulates a comparison.
