Since the adoption of the Baltic Sea Strategy by the European Council in 2009, the Baltic Sea region has received special attention within the European Union. Stefan Ewert develops an index that can be used to verify the thesis of the region-building approach, which posits that universities play a central role in the process of regionalization in the Baltic Sea area. Additionally, the author examines the relevance of regional political organizations (Baltic Sea Council, Baltic Sea Parliamentary Conference, Nordic Council of Ministers) in the regionalization process using qualitative methods.
