Under the conditions of globalization, we can no longer imagine international politics solely as a power play among nation-states. New mechanisms of coordination are emerging in various areas of inter- and transnational politics, surprisingly fostering the rise of communicative forms of problem-solving. This fundamental theme of Jürgen Habermas' theory of action and society leads to the central questions of this volume: In what ways can the anarchic element of communicative freedom in international politics be most effectively realized? And under what conditions can superior negotiating power be entangled in argumentation?
