The development of the EU is often told as a story of decline: from a visionary project, it has become a technocratic monster; in light of the Euro crisis, the hour of collective Bonapartism seems to have arrived, imposing an austerity regime on the continent. Hauke Brunkhorst presents a different interpretation: like Dr. Jekyll and Mr. Hyde, vision and technocracy are interrelated, the utopian beginnings are preserved in laws, and the European Court of Justice strengthens the rights of Union citizens. The European project remains an open process that can once again be directed towards an emancipatory path - for example, through the mobilization of highly qualified but precariously employed young people in Spain, Greece, and other EU member states.
