After the financial and economic crisis triggered by the U.S. housing bubble in 2008, there has been an increasing demand from citizens, the media, and other stakeholders for greater transparency in public administration. In particular, the use or misuse of public funds is being scrutinized closely. This paper focuses on the use of municipal assets. It demonstrates how arbitrary use of municipal assets can be countered and what legal constraints limit the actions of municipal representatives.
