In Vienna, the provisional National Assembly declared in the "Law on the State and Government Form of German-Austria" in November 1918 that German-Austria was a part of the German Republic. However, the annexation of Austria to the German Empire was excluded in the peace treaties dictated by the Allied victorious powers in 1919, namely Versailles and Saint-Germain-en-Laye.
