Following the major reform in the upper threshold area with the amendment of Part 4 of the Act against Restraints of Competition and the Procurement Regulation in April 2016, the regulations for the award of public contracts for supplies and services below the EU threshold values have now also been comprehensively reformed by the Subthreshold Procurement Regulation (UVgO) 2017. The UVgO represents a historic turning point, as it replaces the previously applicable Procurement and Contract Regulations for Services (VOL/A), which have shaped public procurement of supplies and services in Germany for around 90 years.
