Silence is both a part and a counterpart of language or speaking. It represents a way to reflect on what can and cannot be said. The fact that silence is an expression of power and powerlessness can be particularly illustrated in educational contexts. In previous systematic discussions, silence in family, school, or education policy has either been idealized or interpreted solely as suppression, thereby asserting a clearly identifiable power dynamic. In both cases, the inherent ambiguities of the phenomenon and its interpretations are overlooked. However, silence is both a tool of the powerful and an almost final yet sovereign expression, a demonstration of power by the powerless. The question of who, when, how, for what reasons may or must speak or remain silent cannot be addressed without consideration.
