The historically developed, unique, and exemplary flood protection system in Dresden faces economic interests and urban development intentions that conflict with the aim of land preservation, which seeks to keep floodplains and risk areas behind dikes free. Nevertheless, the historical continuity of keeping the Elbwiesen, which run through the city, clear is being maintained, and the protection of endangered objects is being advanced through construction measures. However, risk management does not only mean restrictions; it also involves weighing and balancing other interests and taking risks under certain conditions. Social science expert interviews were conducted to examine the perceptions and motives of decision-makers regarding their actions. This corresponds to an analysis of the impacts.
