The decentralized local authorities were established by the constitution of February 18, 2008, and organized by Organic Law No. 08/016; they are the city, the municipality, the sector, and the chiefdom. Their heritage includes both a public and a private sector. But how can one determine whether a specific property of the entity falls within its public or private sector? How can they be distinguished from the property of the state, other public entities, and private individuals? This is what legitimizes the clear and unambiguous creation of lists that illustrate the status of each individual asset. The legislator would do well to clarify not only the content of the public or private sectors of the entities' property but also the rules for their proof to ensure their legal certainty.
