Public utilities in the water, energy, and public transport sectors are also bound by procurement law. However, the general rules only partially apply to companies whose supply monopoly is secured by state regulations. With the procurement law reform of 2009 and the new sector regulation, public utilities were thus released from the overly rigid constraints of the budgetary procurement law applicable to state institutions, and a separate regulatory framework was created apart from the general procurement rules.
