The credit financing of government tasks leads to a narrowing of the scope for future budget legislators due to interest and repayment expenses, placing a burden on subsequent generations of taxpayers. These future taxpayers feel the weight of this burden, yet they hardly perceive the benefits due to the rare synchronization of the benefits of an investment and the costs of the loan, or because of the third-party utility of transfer payments. The author first examines, in addition to these budgetary disadvantages, the potential macroeconomic side effects of public debt and notes a significant failure to achieve the goals of debt-based fiscal policy, as well as the inadequacy of the deficit limitation norms of the Basic Law. The first part concludes with the activation of constitutional principles, such as the principle of democracy, which, however, falls short of its respective constitutional specifications.
