About the Work
The commentary is based on the new Insurance Supervision Act that came into effect on January 1, 2016. This implements the requirements of the European Solvency II Directive, which has led to significant changes, particularly in the areas of capital adequacy, business organization, supervisory regime, and disclosure obligations. The regulatory concept is entirely new, operating on multiple levels and embedding the law within European detailed regulations (Solvency II Regulation). In addition to the Insurance Supervision Act (VAG), the commentary explains the VAG Information Regulation, the Insurance Supervision Act for Pension Funds, the Financial Data Act, the EIOPA Regulation, the Insurance Contract Regulation, and excerpts from the Federal Office for Information Security Act and the BSI Critical Infrastructure Regulation.

Regarding the New Edition
The new edition takes into account all legal changes, including the addition of more than 30 new paragraphs to the VAG. It also incorporates all changes in the area of accounting, such as revisions to the IFRS. New commentaries have been added on the VAG Information Obligations Regulation (VAG-InfoV), on §§ 8a, d of the BSI Act, and on §§ 1, 7, Annex 6 of the BSI Critical Infrastructure Regulation. The commentary thus considers the role of insurance companies as critical infrastructures.
