The Federal Government has fundamentally revised the VgV as part of the procurement law reform in 2016: The regulations of the VOF and the second section of the VOL/A have been consolidated into the VgV and supplemented with numerous new provisions. As a result, the VgV has gained significant importance for procurement practice. With the UVgO and the VergStatVO, procurement offices must also adhere to entirely new regulations. The following innovations are particularly noteworthy: - Redesign of procedural types (toolbox principle, innovation partnership) - Reorganization of procedural communication (e-procurement) - Restructuring of suitability assessment (suitability criteria, suitability lending, unified European declaration of suitability) - New regulations for considering social and ecological aspects - New requirements for the establishment of award criteria.
