About the work: The VOL 2009 has further simplified procurement law. This has been achieved by changing the structure of the VOL. The previous division into basic and "a" paragraphs has been abandoned. The provisions of sections 1 and 2 are now to be applied in a self-contained manner, with section 1 for contracts below the EU thresholds and section 2 for European-wide tenders above the EU thresholds.
