Montesquieu's work is based on the ancient doctrine of the three forms of government: democracy, monarchy, and despotism. He examines each of these forms in relation to natural, particularly geographical, conditions. He affirms the diversity of government forms because he attributes them to a changing relationship between legal institutions and local and social ties. Furthermore, he develops a wealth of political philosophy regarding these institutions, the history of politics, and law. In doing so, he highlights for the first time the separation of the three powers in the ideal state: the legislature, the executive, and the judiciary. Through this, the author expresses his desire to overcome absolutism as a form of government in France.
