In six case studies, Christoph Winkler examines the implementation of an individual financial incentive system for Swedish teachers. The author demonstrates that the incentive systems are altered by school administrations and teachers in such a way that the systems actually realized bear little resemblance to the ideal-type process of an incentive system. In light of these empirical findings, the anticipated positive effects of the New Steering Model should be critically assessed.
