One of the peculiarities of recent discussions is how much the drug phenomenon is perceived as a cross-border problem, and how little is known about drug issues and drug policies in other countries at the same time. Mere assumptions, treated as established scientific findings and no longer questioned, dominate the discussion. This is perhaps nowhere clearer than in the case of the Federal Republic of Germany and the Netherlands. Both countries pursue different strategies regarding drug use: while possession and acquisition of cannabis are criminally prosecuted in Germany, the Netherlands implements a policy of tolerance, even societal acceptance. From the perspective of many, if not most, German authors, such a liberal policy must inevitably promote drug use.
