The European Union and the People's Republic of China are two important actors in current international relations. Following the East-West conflict, a new phase of bilateral relations has developed. Using the theory of Neoliberal Institutionalism, Hui-Ling Huang analyzes the intensifying interactions between the two actors from 1990 to 2006. During the transformation process of the People's Republic of China, the role of the EU evolved from that of a helper to a partner and eventually to a competitor. In these 16 years, the EU achieved less of its set goals in China policy than the People's Republic of China did in its Europe policy.
