Volunteer services represent a special form of civic engagement. They are not only a significant pillar of civil society but also an essential phase of biographical learning that shapes personality and identity. The evaluation report prepared by the Institute for Social Research and Social Policy on behalf of the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth provides a comprehensive and solid data basis on youth volunteer services. The results of the evaluation show that an increasing number of young people want to complete a youth volunteer service. The opening in 2002 for placements in the fields of culture, youth, sports, and heritage conservation has further increased the attractiveness of volunteer services. Additionally, the newly created opportunity for recognized conscientious objectors to perform a volunteer service contributes to this trend.
