The new governance model has not only failed in Baden-Württemberg. The author outlines the reasons for this in a selected policy area. On one hand, the model-theoretical considerations cannot be unconditionally transferred to the public sector. On the other hand, specific entanglements and network constellations, as well as micropolitical determinants, often argue against such a governance philosophy. While the public sector is often described as having a doubly organized irresponsibility, the author provocatively introduces the thesis of a triply organized irresponsibility, which, in addition to elements of responsibility diffusion and over-organization, addresses the overregulation of the state. Under such conditions, governance becomes increasingly overcomplex and thus a more and more theoretical endeavor.
